Why Shell created the Hearts & Minds toolkit?
Shell created the Hearts & Minds toolkit because they understood the need to improve safety culture on their journey to world class safety performance. They wanted to use the learnings from psychology to improve safety in their operations, so they sought the help from academics to identify what would help.
One of the first things they recognised was they everyone needed to be engaged and motivated for safety – to work safely because they knew it was the right thing to do, not just because they were simply following the rules. This was how the tools that were created to help them win the “hearts and minds” of everyone got their name.
What is the Hearts & Minds toolkit for?
The tools are aimed at supporting people working in organisations in high-hazard industries address the main challenges in improving safety culture, such as:
- Understanding the culture and preparing for change
- Learning from incidents
- Improving practices and procedures
- Improving supervision and leadership
They have been used extensively in high hazard industries where risk must be managed to ensure safe operations.
What does the training course cover?
This training was originally created to respond to frequent requests for help getting started with the Hearts & Minds tools. We also offer customised courses for single companies/organisations and companies have found this very beneficial as they start to work on improving their culture during the course.
The course learning outcomes are:
- Knowledge and practice in using the Hearts & Minds tools
- Developing a plan to improve the safety culture in your organisation
- Sharing of other participants’ skills, experience and challenges
- Understanding of the additional support resources and materials and where to find them
If your organization works closely with other companies, such as contractors, there is great value in taking this course together. This shared experience establishes a common reference point and offers the opportunity to explore the “invisible” interdependencies that exist between companies during the course.

Follow-up sessions
There will be 2 group follow-up guidance and coaching sessions – to support you in implementing your plan to improve safety culture. This will take place during 1-4 months after the training (specific dates will be published later).
